Phase one of Cagayan de Oro City’s Local Public Transport Route Plan (LPTRP) will be implemented on Jan. 29, with the second phase to be implemented on Feb. 12, the Roads and Traffic Administration (RTA) said.
‘We along with the City Mayor’s Office and the City Administrator’s Office received communication from the LTFRB (Land Transportation Franchising and Regulatory Board) reminding us of the LPTRP and we are preparing for this as we coordinate with the LTFRB (for this purpose),’ RTA chief Engr. Nonito Oclarit said in Visayan.
During the program ‘Department in Focus’ hosted by the City Information Office, Oclarit said the initial negative reactions by the city’s transport groups were resolved through dialogues with them along with the LTFRB and the Department of Transportation (DOTR).
‘Now we’ve seen more modern public transport vehicles which the riding public appreciated,’ he said in Visayan.
Oclarit said the new routes under the LPTRP are divided into rationalized routes and developmental routes. Rationalized routes are existing routes that were modified or merged with other routes while developmental routes that were not covered previously by public utility vehicles (PUVs) that were included in the transport route plan, Oclarit explained.
‘These routes as stated under the omnibus guidelines of the LPTRP and are covered by the modern PUVs that complied with the requirements set by DOTR,’ Oclarit said in Visayan.
Of the 10 routes to be initially implemented under the city’s LPTRP on Jan. 29 as scheduled by LTFRB, Oclarit said three are rationalized routes and seven are developmental routes.
‘Those routes from Barangays Bayabas to Cogon, Bayabas to Carmen public market, Bayabas to the public market in Agora, Lapasan…also Tignapoloan to Carmen, Dansolihon to Carmen, Pagatpat-sitio Pamalihi to Carmen market, Kauswagan to Carmen and Cugman to Cogon, these are the routes to be implemented on Jan. 29,’ Oclarit said.
As with every route plan, Oclarit said they will secure feedback from the riding public and the transport groups on the enforcement of the LPTRP. ‘We received the LTFRB memorandum circular stating that individual operators of old and new vehicles whose applications (for memberships to accredited cooperatives) are pending can run their units until Dec. 31, 2024,’ he said.
However, the LTFRB circular also stated those traditional PUV operators that failed or refused to apply for membership in accredited transport cooperatives have only within this January to operate, Oclarit said.
He said the LTFRB regional office will issue a show cause order to these individual operators, in effect prohibiting them from operating their vehicles. (Stephen Capillas of City Information Office)
