After diligently serving the majority of Cagayan de Oro City’s 80 barangays for a year, City Hall is gearing up for a strategic shift in its outreach program. This year, the focus will be on reaching the innermost sitios, the often-overlooked sub-villages tucked within barangays.
Revamped Outreach Program Suroy-Suroy Sa Baryo: Reaching the Unserved
Mayor Rolando ‘Klarex’ Uy officially announced the revamped outreach program, dubbed Suroy-Suroy Sa Baryo, during Monday’s flag raising ceremony. He emphasized the importance of tailoring services to the specific needs of these often-marginalized communities.
Prioritizing the Underserved
“We will prioritize our named barangays first rather than the numbered barangays,” Mayor Klarex declared. This targeted approach aims to ensure that those with the most limited access to essential services are reached first.
Building on a Strong Foundation
Previously known as the “Klarex Nga Serbisyo Sa Baryo (KSB),” the program has already covered significant ground since its launch in August 2022. It has successfully served the city’s numbered barangays (1-40) and reached numerous named urban, rural, and hinterland barangays, even venturing as far as Besigan village, over 30 kilometers from the city center.
Beyond Medical Aid: A Holistic Approach
Mayor Klarex emphasized that Suroy-Suroy Sa Baryo goes beyond just medical and dental services. The program also offers:
- PhilHealth card distribution
- License and document processing assistance
- Lot title facilitation
- Weekly “Kasalan Ng Bayan” mass weddings
Over 3,000 couples have tied the knot under Mayor Klarex’s officiation, receiving not only marital blessings but also practical gifts like food and essentials.

The shift towards prioritizing inner sitios reflects Mayor Klarex’s unwavering commitment to leaving no one behind. By bringing essential services directly to those who need them most, Suroy-Suroy Sa Baryo promises to bridge the gap and ensure that all Cagayan de Oro residents have access to a better quality of life.
